The way that headlights work is that there are two separate beams of light - one brighter than the other - which are mixed together. There has to be a bright beam in order for the driver to see what they're doing at night, but they can't have extremely bright lights because they might blind oncoming traffic or people's night vision who are driving towards them. So most headlights have one high beam and lower low beam which are blended together so you can switch between them manually so they don't overwhelm your night vision.
